A Revolutionary Treatment Model

Over 40 years ago, Chuck Kester, who ran the King County Department of Substance Abuse, collaborated with Dr. Milam to develop a groundbreaking treatment model for addiction recovery. Mr. Kester established a residential center surrounded by outpatient offices, while Dr. Milam conducted research on the concept of addiction as a primary physiological disease—a novel idea at the time. Together, they launched the Milam Recovery Centers, a facility designed to address the full continuum of care (COC) for patients. Over the past 40 years, their approach has remained consistent, recognizing addiction as primarily a physiological disease and tailoring their care to meet patients’ comprehensive needs.
