President and CEO
Carl Kester is the President and CEO of Lakeside-Milam Recovery Centers. Carl has been with Lakeside-Milam since 1993, serving as President since the year 2000 and adding the role of CEO in 2012. Carl is the son of Charles Kester, one of our organization’s founding members and is the majority owner. Carl is a past President of the Washington State Association of Addiction Providers (AAP) and the Board Chair of the National Association of Addiction Treatment Providers (NAATP).
Senior Vice President of Operations
As part of the Lakeside Milam team since the beginning, Julie Mitchell has served in multiple positions including Administrator of both outpatient and inpatient facilities, Vice President of Quality Assurance, and currently as Senior Vice President of Operations. In this capacity, she oversees all of our outpatient programs, supervises program development, acts as a liaison with governmental agencies and federal and state legislators. She is the head of the Health & Safety Committee, and she also ensures that our programs and our policies and procedures exceed CARF standards, enabling us to repeatedly receive the highest level of accreditation they offer.
Vice President of Finance
Amy has a Master’s degree in Business Administration from the University of Washington and has passed the CPA exam. She has been with Lakeside-Milam since 1999 and had experience with accounting for both health care and technology organizations prior to that time.
Terry Rogers, MD.
Dr. Rogers, a graduate of Cornell University Medical School, practiced pulmonary and critical care medicine for 15 years at Swedish Hospital, followed by 8 years in a senior executive position at Regence Blue Shield and its predecessor company. He has recently retired as the CEO of the Foundation for Health Care Quality. He has been the Medical Director of Lakeside Milam Recovery Centers for 15 years.
Elizabeth Meloeny, M.Ed., CDP
Elizabeth has been working in the behavioral health field since 2004 and has been with Lakeside-Milam since 2013. During that time Elizabeth has held a variety of roles and is currently the Administrator of the Kirkland Inpatient Treatment Facility. Elizabeth is a certified Chemical Dependency Professional and has a Master’s degree in Education. Her experience in the field and the value she places on helping others in achieving individual recovery has been an integral part of her ability to represent the mission of Lakeside-Milam.
Lisa Lierley has been with Lakeside-Milam Recovery Centers since 1994. Entering the field after rebuilding her life in recovery, Lisa knew she wanted to work in the treatment field. After receiving her Bachelor’s degree from University of Washington she completed alcoholism and addiction studies at Seattle University’s Drug and Alcohol Program. Prior to her current position as Admissions Director of the Contact Center, Lisa has served as the Administrator of the inpatient program in Kirkland, a case manager, Treatment Director, Outpatient Administrator and Family Liaison. Lisa considers it a privilege to participate in the miracle of recovery at Lakeside-Milam Recovery Centers.
Director of Alaska Services
Judi grew up in a fishing community in Southeast Alaska and continues to call Alaska home. In 1982 she found a path to recovery and went on to get a BA from Seattle University. For almost 30 years, she has been with Lakeside-Milam Recovery Centers. Judi loves working with our treatment partners throughout Alaska and creating solid continuing care programs for patients to segue into after residential treatment.
Director of Drug and Alcohol Consulting Services
Catherine Southard holds a Masters in Social Work and is an experienced licensed chemical dependency professional. She is passionate about providing all individuals with access to behavioral health care and the needs of diverse populations. Catherine oversees the Drug and Alcohol Consultation Services program and the admissions to higher levels of care. Catherine has experience in a variety of settings, including crisis intervention, utilization review, family recovery and community resources.
Director of Training
Quincy Jefferson is a Chemical Dependency Professional with vast experience in both residential and outpatient treatment. Since joining Lakeside Milam in 1997, He has worked in direct patient services, administrative capacities and is currently a member of the Corporate Management Team as the Director of Training.
Director of Human Resources and Administration
Monica Talley started working for Lakeside-Milam Recovery Centers on September 16, 1986. During Monica’s time at Lakeside she has been in many roles within the company starting out as administrative assistant, then moved to medical records, purchasing, accounts payable, payroll and secretary to the then President/CEO, Chuck Kester and is currently the Director of Human Resources and Administration.
